21st century numeracy skills

Numeracy, literacy and digital skills are the foundations of basic skills allowing people to meet the challenges of today’s society at home and at work (Tout et al., 2017). Managing finances, food shopping and cooking, taking medications, planning and traveling, reading the newspaper, and other activities are only some examples. Numeracy abilities empowers people to make critical decisions based on quantitative data.

Why focus on adults' numeracy competence?

Many European citizens lack essential numeracy skills needed to thrive in today’s technology and number-driven society. The PIAAC survey (2012) indicated that a significant portion of the workforce scores below the desired level, hindering job opportunities and daily tasks. This poses a threat to Europe’s economic growth, especially with the increasing reliance on numerical data and further technological developments. The European Council advocates for improving basic skills, including numeracy, to align with the Europe 2020 Strategy and address these pressing concerns.

CENF: a Common European Numeracy Framework

The Common European Numeracy Framework (CENF), a result of the Erasmus+ project (2018-2021; extended to 2024), serves as a comprehensive numeracy framework aimed at enhancing individuals’ numerate behavior. The project’s goal is to enhance both the quantity and quality of numeracy courses for adults, thereby increasing their societal success. A multi-level strategy is utilized, targeting teachers, volunteers, teacher educators, and policymakers to improve the delivery and opportunities for numeracy education.
